First let me say what this cable is for. This cable connects a RS-232 serial port on your computer to your Celestron hand control. This is useful if you want to update your hand controller firmware, update your motor control firmware (in some models), or for using planetarium software to control your telescope mount.
Why do I say this cable is flawed? Well, it isn't the fault of the cable itself, but instead of the connectors and interfaces that Celestron selected to carry out this function. On one end you have a DE-9 standard RS-232 connector, and on the other end you have a modular 4P4C connector .
Both of these connectors are ancient compared to most modern electronics. The DE-9 dates to 1952 and the P4PC is from 1975. Most computers sold today aren't even going to have an RS-232 DE-9 port, and the P4PC isn't a great choice for cables that will see multiple insertion cycles as the retention tab frequently breaks off.
RS-232 does have the advantage that it is a very simple interface for the electronics or computer hobbyist who designs their own electronics or software and it remains very common as an industrial control protocol. The P4PC was likely originally chosen because it is dirt cheap, and not because of any inherent advantage of this connector.
It is unfortunate that Celestron didn't choose a more modern interface than RS-232 or a more modern connector than P4PC. Given that these decisions were made a long time ago it probably isn't fair to criticize the cable itself. If you want to connect your computer to your hand control, then this is the right cable. Just know that you will likely have to add an RS-232 port to your computer (just use a USB to RS-232 converter), and remember to be careful not to break off the retention tab or you'll need to buy it all over again.

I purchased this cable for use with my new CGEM mount. Used in concert with a USB to Serial converter it works perfectly. Most new computers (and laptops) no longer have serial ports so a USB to Serial adapter will be necessary for most people to use this cable. The price is great, the cable works perfectly with the Celeston CGEM. I highly recommend the cable to anyone who want computer control of their scope (for planetarium software and/or autoguiding while imaging).
